If TWRP resides at bootable/recovery and a device does not specify RECOVERY_VARIANT, then it will build like normal. If TWRP resides at bootable/recovery-twrp, then its makefiles will only be parsed if a device specifies 'RECOVERY_VARIANT := twrp'.
